You need to check the logging capabilities of your router. If your router generates decent logging information, you can find out who is doing what. Otherwise you'll have to tell your management to suck it up and buy a router which has more advanced features to clamp down on this activity. At a minimum, a TZ105 will provide both the logging and the content control you're seeking.
