When a networking adapter requests a dynamic address but does not get a response from a Dhcp server the operating system will assign an Automatic Private Internet Protocol Address (APIPA), which is of the form 169.254.x.y.
I have no idea why " It will not clear the check mark" for letting Windows control the wireless.
To at least get it working have you tried using Windows' Wireless Zero Configuration instead of the Cisco utility?
