It sounds like bitdefender turned on the proxy and your ISP does not allow it.
If I remember correctly Chrome uses the same settings as IE, so go to Control Panel then Network and Internet, and then Internet Options (unless it has all icons, then the Internet Options straight away)
Click on connections, then LAN Settings. Uncheck Proxy server.
