you need to have a wireless repeater and check if the router you have , can be setup as a repeater most do not
OR
you could connect the 2nd router by cable - but i suspect a cable from the basement to upper floors is not an option, otherwise,you could use on your PC and solve the wifi issue

you could look into powerline adapters , these utilise the electrical wiring in the house to use as a network
