Sluggish Downloads and Streaming

My Cable provider is "Cable America". I have their highest tier available, and that's the 20/2 package. I have had their service since September and didn't start to notice **** going haywire until December.

At first whenever there was a winter storm or snow, I would lose all internet connection. The snow would let up or the temperature would rise a little bit, and I would eventually get it back. I contacted them recently about this after just "dealing" with it for the past 3-4 months and they told me "The signal to your specific cable modem is 15 decibels too low so when temperatures drop the signal is dropping too low for it to operate correctly. "

So they sent a tech out and he supposedly fixed the problem. I will admit, it did alleviate part of the issues I'm having. He gave me a filter to put on my line and told me that I should experience improved speeds. To which I do. Over the course of the past couple months my STEAM d/l speed never peaked past 300kb/s. This was peculiar to me because prior to December my speeds were great and I had no complaints. Now I can float around 900kb/s after the tech came out to look at my ****.

Now here's the thing, I do a speed test and come back with 15-20 down and 2 up on average so things look fine in that regards, but downloading ANYTHING is a pain. Let me say again, it was not like this when I first got the service in the fall. Before I could watch a stream on Twitch and download a 500mb file in the background and no slow down would be felt. ****, I would be able to download multiple (3) 500mb files at the same time and they would all finish in a timely manner. Now I'm lucky if all those files finish in under an hour.

Streaming as well, I don't have TV so I stream all my shows. Streaming even 480p-720p is death. It use to be perfectly fine, but now I feel like I need to let it buffer for an hour before I can watch a 40 minute show.

I know what fast internet feels like since I moved from Comcast back home. I had a 15/2 plan with them and I was zooming. This internet was fast at first, but now it's down to a crawl.

Basically what I'm getting at is I don't feel like I'm paying for their highest tier internet. It's serviceable (as in, it gets me to the internet) but I am getting ****** as transfer speeds. It boggles my mind, and I'm hoping someone here can help me out a little more with it.

I purchased a new modem recently to see if that was the issue, same problems.
Anyone have any ideas as to what my connectivity issues are? I have 2 other roommates with their own internet connections, and one of my roommates is reporting the same problems with "slow internet". I barely reach 50% of my monthly allocated bandwidth. I just want to know that when I need to update a game or download a file I don't have to set aside hours of time to get that 2 gig update where in the past I would get that **** in no time at all.
