That file is in the .zip!? I would not expect it to be directly under your Documents, although it is possible.

Suggestion: download (or move) the .zip to your desktop. Unzip it from there, letting it unzip to the folder it suggests as default (which will also be on your Desktop). Then run setup.exe in that folder.
