Connected to wifi but can't get online

This is an ongoing problem that, while frustrating, usually resolves itself after a bit. No so today. My laptop connects to our wifi network just fine, but when I open google chrome (or any other browser) it gets stuck 'Connecting...'. On the bottom of the screen it says 'Downloading proxy script...'. I can leave it indefinitely and this doesn't change. Using ping commands to open a webpage doesn't work.

Usually restarting the laptop works (not usually on the first go, but eventually). Often the computer takes an exceptionally long time to shut down when this happens. The odd time restarting doesn't work but for some reason running Rkill does. According to the report there's no malware issues, the only thing it really says is *Windows Defender Disabled. Today, nothing is working.

A few other devices in the house are connected to the same wifi and running fine. I frequently use this laptop with a wifi network elsewhere and don't encounter this problem there.

This may well be a problem that is well beyond my puny computing ability, but any suggestions would be very welcome!
