Other people will be making changes also, so the environment will not be stable.

Remember that Wi-Fi channels that differ by at least five do not interfere. As another channel number gets closer to yours there is more risk of interference. And, of course, stronger channels are more likely to interfere and to interfere more than weaker signals.
