I had previously used netsh winsock reset catalog. This did not have any effect. I ran the other two commands you instructed me (in administrator mode).

These were the results. I am aware that this is a permissions issue on the netsh.exe file located in my system32, but when I went to that file and tried to change the permissions it simply wouldn't change; the checkboxes to change them were grayed out.
The computer has Windows Defender and the McAfee suite. There is no firewall that I am aware of.
