You didn't say which Internet Service Provider(ISP) your friend uses and what the advertised upload/download speeds of her plan are.
As DaveA already said, those speeds are controlled by her ISP.
If she wants faster upload/download speeds, she needs to switch to and pay for a different plan - if a better one is available.
