Additionally go to control panel, network and sharing centre
ON left hand pane click change adapter settings
select the local area connection- eg the Ethernet
then on the top bar click diagnose this connection

When you reply to my colleague please post the results of that as well

Additionally when it displays
This page cannot be displayed in IE
below that is a click for more information - what does that report please.

If you wish to continue and try yourself please see this link

Try the suggestions in Windows 8
I DO NOT recommend you try the registry edit suggestion or the Proxy server, as those are unlikely to be the problem
Also for NOW please ignore the last suggestion of refreshing windows

The likely culprits are the anti-virus as my colleague suggested - unless it is Windows Defender included with 8
The add -ons in IE. - deal with that as here
To manage add-ons

  1. Start Internet Explorer for the desktop.
  2. On the Tools menu, tap or click Manage add-ons.
  3. Under Show, tap or click All Add-ons, and then disable all of them by tapping or clicking each one, and then select Disable.
  4. Tap or click Close.
  5. Restart Internet Explorer and test it.
If you can successfully access the Internet, the issue involves an installed add-on. Re-enable each add-on one at a time, and test to determine which add-on is causing the issue.

OR you can try resetting IE
That is on IE tools, internet options then advanced tab then reset
