That second attachment is for the 8.1 laptop? I don't know what's wrong unless the Network Connections service is not running. If you search (on the Start window) for Services it should find 'View local services', which will take you to the Services page. If Network Connections is not Running see if you can start it. Note the error if failure.
When/if the ethernet and wireless connections show up there you can bridge them (often better) or enable Internet Connection Sharing on the wireless. Nothing should be done on the other PC.
