Are you talking about some kind of 4G LTE USB Modem? If so, did you also get a service plan through a wireless provider? They would be the ones to supply you with any needed drivers and documentation to get it to work with your computer.
IPv4 addresses are typically four numbers, separated by periods. Do you mean your computer is giving itself an IP address of 169.xxx.xxx.xxx?
What operating system are you running on your computer?
EDIT: Exactly what do you mean that you can not do the ipconfig /renew and /release commands? If you are running MS-Windows, they should be executable from a DOS/Command screen.
