All I can offer is some wild theories in the hope that one of them may lead somewhere. I'm thinking maybe some powerful interference that for some reason only reaches that area.
A powerful ham radio antenna with the signal passing through a window but not the walls?
Some kind of electro-magnetic force (large air conditioner condenser, large motor, etc.) outside a window?
Something (e.g, a ceiling light or motor or bunch of electric cables crossing) just above or below the dead zone is creating magnetic interference?
