You don't just delete, and yes it is installed. They just don't make it easy to remove. It's a major pain in the... because it's malware. It behaves like a virus, has to be removed manually like a virus, it is a virus. Malwarebytes isn't antivirus either. It's for detecting adware and other malicious software but it is not virus protection. Besides, so long as that virus is running, it won't allow a proper scan and detection by antivirus software. It will interfere. I doubt it will even let you visit antivirus websites and/or install real antivirus. PC cleaner pro IS installed it just doesn't allow you to uninstall from control panel because like I said, it's a virus/malware.
