I am having a similar problem at the moment.
I have a brand new HP laptop which does not have wireless load at startup, it says it has no devices at all.
If wireless does load up it cannot find any devices which sounds similar to what you have.
After much searching I found that if I right click on the latest driver for the Intel 3160 and run in compatibility mode, all of a sudden wireless loads up and I can finally connect to the router.
The problem I have is finding out why it does not load at startup.
Everytime I close the computer down I lose the wireless again and have to run it in compatibility mode again.
If you look in your event viewer you may find messages under the NDIS device.
This is what I had showing.
Miniport Intel(R) Dual Band Wireless-AC 3160, {dbe884a3-b58e-46ec-9546-d05e34959c86}, had event Fatal error: The miniport has failed a power transition to operational power
Try running the latest driver for the device and see what happens.
