No, it won't. The hypervisor/host OS has nothing to do with the file copying session. All the hypervisor/host OS does is to abstract the hardware to allow multiple VMs to be run on the same physical host.
You have two issues here: network and file copying. From the network standpoint, you can use a firewall/router which supports active/standby of WAN connections. For file copying, you need to run a file copying system that Elvandil mentioned which will pause downloads when there is an interruption in the network and resumes when network connectivity returns.
