Sounds fishy.... Good thing you didn't pay! First I would backup important data. Then use windows restore and go back a few days before the infection if possible if not go to before the ip config change. If that is successful and your IP config is restored and functioning properly search the malware section of this site for a solution . If no luck finding anything useful to your specific issue then create a thread in the malware forums section of this site and show some screenshots of the issue or suspected malware/virus or what ever. You should get some good help that way. Sorry for any typos as I'm writing from my phone. Let us know how that restore goes and btw the restore should only touch windows related files. Any user created data should remain untouched.
