I've used Roadrunner cable for several years, and I don't recall ever being told there's "severe congestion at my bandwidth".

Whenever I had a disconnection, it was because there was a service outage in my area -or- the modem/router went bad and had to be replaced.

If it continues to be a problem, I would request they reset your modem/router from their end -or- have a technician come out and check your connection.
