Ok, let's break that bit up into 2 different bits here:

it keeps varying from 78 Mbps and will sometimes drop to 5.5 Mbps - This would be the speed of your wireless link between your computer and router. Varies quite a lot. Unless there's some serious interference near the router (such as a cordless landline phone or microwave), then sounds like the router might be knackered. Try a factory reset on it and re-configure it. You can back up the settings from the router control panel before the factory reset and reload them after the factory reset.

Checking speedtest, I normally have around 2 Mbps download and 0.5 Mbps upload - This will be the speed from router to internet. Very slow. Speak to your ISP to get them to check the line for faults. Ask them what line speed you should have.
