There are lists of public proxies that come up in a search. Some work and some don't
You will have a big problem trying to block by IP numbers when you assume that they belong to a certain country.
With the shortage of IPV4 ip numbers available, a load of blocks that used to belong to USA ( North America, which includes Mexico) have been transferred to other regions, including latin America & Asia, Pacific , Europe or even Africa

Mexico, specifically, and other mid American countries will be your greatest problem because they frequently use North American IP ranges. The Mexican border and US border is "flexible" when it comes to internet and it is not uncommon for a user on one side of the border to connect via an ISP in the other country ( whether legitimately or not )
