I honestly can't say with any certainty, I'm sure there are plenty of possibilities.
One possibility, though it's nothing more than speculation, is certain kinds of malware, which change your DNS settings to their own so that they can direct your browser at whim. I don't know whether the DNS you were set to is associated with such malware. It's always worth taking precautions, including running a reputable antivirus and avoiding dodgy downloads, but if there is no other indication of trouble I wouldn't worry at this stage.
I cannot think of how your neighbour could have caused it.
