Yes. If the switch is only a layer 2 switch, you would need either a layer 3 switch or a router to move traffic in and out of the VLAN. Remember VLANs are a layer 2 construct meaning VLANs segregate and divide traffic and creates separate broadcast domains. Layer 2 switches are typically used out at the edge to provide access and the routing is done at a centralized location.
