With 2.5 Mbps download service you should be measuring at about 2.0 Mbps or better unless you are about as far from the central office as is possible with DSL. Even then I would hope for a little better than 0.9 Mbps.

Is your measured speed with a computer connected directly to a modem? Or with an ethernet connection to a modem/router? If it is with neither of those then test again with one of those connections.
