While it's a strong signal, there is sufficient variance to suggest wrong driver or a problem with the adapter or router.
If you can easily access the wireless card through a cover on the laptop's bottom remove and carefully and firmly replace it several times to fix any potential looseness or corrosion. Make sure the antenna leads are secure.

If you do have another Windows PC with Wi-Fi check the signal strength graph to see if it gives you more of a straight line or not.
