Not an expert on Ethernet but 100m is normally quoted as the limit - so 150m will be an issue
cat5 & 6 is quoted on wiki as 100m - I would also be concerned about running outside
how powerlines will work with the consumer unit in the garage I really dont know , they can be quite fussy - as UK based maybe buy from someone who accepts returns if they do not work -
