ISP Upload Speed is nonexistent, making upload connections doesn't always happen

Yep! If you have more than one coax splitter between the service entrance and your modem change your cabling to get to the desired state of just one two-way splitter. And make sure that splitter is high quality (e.g., 5 - 1100 MHz).

If that doesn't improve things check your connections--disconnect each and reconnect will get rid of some possible corrosion and make sure that they are secure.

My biggest problem has always been the outside connection between the ISP's cable, my cable, and ground. No need to talk about corrosion there; can just plain call it rust!

If you can't get satisfactory signal levels with your own work you'll probably have to get a technician to visit to see if the problem belongs to you or the ISP.
