You mean connecting Roku to the Internet?
For Roku devices, it appears that error code 09 is a DNS related error.
Make sure the device is configured to automatically obtain DNS and that the router/modem's DNS is set to the default one provided by your ISP.
Try adding these DNS server to the Roku device to see if it fixes the problem:
DNS 1: 8.8.8.8
DNS 2: 8.8.4.4
[These are public DNS servers hosted by Google. If you wish not to use Google products, then try OpenDNS.com]
