Logging back in because I think I found the culprit and it may help someone else.
It turns out that Lenovo's proprietary Access Connections tool can sometimes conflict with the Windows process that handles that. Unfortunately, uninstalling the Lenovo tool is tricky -- it doesn't show up in the Add/Remove Programs. I was able to finally get rid of it using the Should I remove It? app.
