I've been having problems for the past 5 days connecting with Tumblr on both Firefox and Chrome. In the first two days, accessing the site has been very difficult with no graphics loading and the layout has the text on the left side. On Chrome, it would always show this error ERR_CONNECTION_TIMED_OUT. I don't have a router. My Internet is directly connected to my desktop.
The measures done include the following...
1) Clearing cache and history (from both Firefox and Chrome and with the use of CCleaner)
2) Disabling/enabling add-ons and extensions one by one
3) Performing antivirus and anti-malware scan (system is clean and no viruses or malicious items were detected)
4) System Restore (suggested by a Smart PLDT representative, which we did three times and corrupted my system. The corruption was fixed by Microsoft tech.)
5) Flushing DNS.
6) Uninstalling/reinstalling both Firefox and Chrome
ALL OF THESE MEASURES DID NOT WORK.
Microsoft Tech performed a ping test of Tumblr on my computer and, according to him, I am not receiving any signals from the site. I always get REQUEST TIMED OUT. Both Microsoft and my ISP are saying that the problem is at Tumblr's end.
Tumblr later made me do a traceroute. These are the results I got...

Today, I was able to access Tumblr using an extension called Hola. But I prefer to access the site without using this extension.
I must admit I am very confused. There have been news in the Philippines that my ISP and others will start blocking torrent sites, etc., but there was no mention of Tumblr.
Basically, what I want to know is: Where does the problem lie? Is the problem with the Tumblr site itself? OR is my ISP blocking Tumblr? Is there a way for me to restore access to my Tumblr?
I hope someone could patiently help and guide me in the simplest of terms. I'm very sorry but I'm not tech savvy and I don't understand many computer terms.
